I want to add angel wings to a picture I have, and can't find something that will let me.
No, don't you suggest google either.

Uhm myspace has a thing where you can add wings and resize them for the body.... But other than that i think tinypic will let you. Sorry if that didn't really help. Best of luck sweetheart.

Generally for something like that I would use a raster editor like Ph***sh*p or GIMP. If you mean you don’t want Ph******p then

If you don’t want a raster editor then I would recommend collaging with rubber cement.
Photoshop. Or perhaps you should look on google!

These are actually taken from an image of a dark gray seagull that was scrambling, with several others, for a piece of fish gut. Using layers and an erasing tool, I “cut out” the wings from the image and deleted the gull’s head and body. I then inverted the image’s color to turn them from dark to light. I played around with the brightness and contrast.
The background is ,essentialy, bits of images taken of my fireplace, through the spark arresting mesh. With lots distortions and blending, I created the conflaguration.
I then copied the wings layer and pasted it over the flames. Voila! Et finis.
I described this operation in fairly general terms, but, if you know how to use the application you have, you can do it as well as I did it in “you know what.”
But, frankly, you don’t even need any special tools or software to do this. How do you think designers did this sort of thing before “you know what?” With a little more thought and effort, I could have done it in the Window’s Paint program that usually comes included with most PCs sold.
But, “you know what” makes this sort of thing a breeze. Even the “you know what” Elements version is capable of this.
